The states are not unified in their approach to immigration at all. So our border is like torn blanket, with different fabric sewed over the holes. And when you patch a blanket with different cloths, it tears again. I suppose I use sewing as an analogy, since it is something I understand well
Each state on the border has its own immigration laws in addition to whatever Washington's legislates, so they are not all the same. When one state tightens its rules or has more patrols, the immigrants simply come in another route that is less difficult.
Yes, this is a viable option ... In Russia, the worst - we have a unitary state with a shitty laws. Except for the national republics, with their Muslim and shamanic practices.
